I mapped the Dpad to the Keyboard Arrows in the Controller Configuration. Then I made by Invert Aim adjustments and everything was fine.
As soon as I did this I could back up vehicles by pulling back on the stick. I went into the Options while in game and reset the vehicle controls to default.
